SKSE64.exe loader starting up skyrim in a weird border

So to make a long story short: I encountered a bug on skyrim where every time I try to walk towards Autumnwatch tower or fast travel there I get a consistent CTD, it's like there's an invisible line that makes me CTD whenever I cross it, and the area is pretty huge, I can't get anywhere NEAR Autumnwatch tower without crashing.

 

Right now whenever i try to open skyrim through the SKSE64.exe launcher, the game opens up in a weird border. When the game starts the screen gets pushed to the right and a little bit downwards so whenever I try to play I get a huge white border on the top of the screen and in turn the lower half of the screen gets pushed down which almost cuts off the bottom main menu from skyrim so I have to blindly press the down arrow key in order to quit the game. So i'm kindly asking you guys if you could help me with my little border problem? I tried going into properties and setting the Run: Normal window to: Maximized but the only thing that happens is that when I load up skyrim the screen is still off center but i'm really zoomed into the top left corner of the menu. I haven't screwed around with the Layout tab in SKSE because i honestly don't know what i'm doing.

 

Skyrim is honestly starting to become too much of a hassle to mod. and Btw i use Vortex if that helps anything.

Read some of the other posts in this forum for lots of good general advice.

You are using the right launcher, but where from?

What else is running when you launch? (Vortex should not be running).

What mods are you using?
