How do I get that forum picture?

I thought uploading a personal picture in profile settings would work, obviously i'm wrong. I can't figure it out, so how do I do it?

Umm, first off if the pic is too big or to wide it won't work.

To upload a avatar picture go to user cp (at the top of this page) and choose edit avatar settings then upload the image from your computer. I don't know if this is what your looking for... You didn't really specify what "picture".
