Kill moves - behind the scenes

Hey everyone: In a nutshell, I'm trying to make a mod where the chance for a kill move to occur is affected by the player's weapon skills. As far as kill moves go, all I've found in plain sight is a couple of variables, and I'm not sure how to find out where those variables are being used or how. Would anyone be so kind as to point me in the right direction?

 

I realize the Savage Strike perk does something to this effect, but I'd like to affect all available kill moves, not just decapitations. I can't immediately see how Savage Strike works, either, honestly.

 

- On a side note, I'm also wondering where to start when it comes to messing around with the combat mechanics, if possible, but if that's another can of worms, don't worry about it.

 

I'm fairly new to the creation kit, and I don't mind doing some exploring on my own, but I'm stumped at the moment. Thanks for your patience and any input, beforehand.
