A great mod idea!

I had this Idea for some time but never had the time or the resources to start.

So basically it goes like this - The mod will be about creating your own city\village (in terms of fallout scale of course).

The location wont be dynamic - which means it wont be like RTS or Wasteland defense that you can choose where to place it.

The spot will be static (Will also make the mod more stable). Also, Maybe it is a good idea to make it on another land like the dlc lands to minimize crashes and conflicts.

*It should be FULLY VOICED!

*Meant to give the experience of controlling your own town, not engineering it - every quest will change the way citizens react to you and how the town looks like.

*Idea - make it like an already built complex that every time instead of adding building you just unlock a door to another large room in the complex, unless its outside addition like fences and towers.

 

You start the quest by talking to some rich npc that the area belong to him. You will need to get the documents from him:

1.By doing some weird quest like going to kill some competitors, bringing him a special item or any other quest.

2.By Killing him\Stealing the document - Make his men attack you, spawn more bounty hunters and similar stuff. Also it will have significant influence on your town later on. NPC's that you will want to bring to your town will require higher speech skills or charisma or whatever so it wont be worth it killing him or stealing from him.

3.Buying the documents for lots of caps.

 

Once the area is in your possession, a tent will appear and it will open up a few additional quests that will add buildings to your town (the fact that the town place and the building placement will be static it shouldn't make any problem):

Every building will allow you customize your town a little more and open up more quests. Here is a list of building s that popped in my mind:

 

1.Town hall - should be the first building. It will allow you control the whole town. You will have a terminal in an office that will allow you to activate rules and buy modifications.

*Modifications to town hall - Will allow you do more actions such as control tax rate, trade routs and political stuff.

*Taxes - Wont be in bottle caps. This time around you cannot directly invest your money into it. It will have its own digital funding that you will use to purchase new buildings and other items.

2.Houses - Unless built people will live on street and complain all the time. Once house is built you can assign people to that specific house. Also, the more houses you have - the more taxes you get.

3.Clinic - You can buy medical supplies for your journeys (the number of the supplies will be dependent on the funding). Also will make the people complain about sanitary condition and health.

4.Marketplace - Name speaks for itself. A few stores that will buy\sell stuff.

5.School - just to populate the town with kids and give some quests like finding pre-war books in fallout 3 and solving children's problems and conflicts. From small conflicts of stealing toys to larger ones of kids that lost their parents and want you to look for them.

6.Armory - Like the clinic, the more funding it has, the more ammunition and weapons you will find there to buy.

7.Barracks - You will be able to hire guards. Hire mercenaries by paying with the town funding or assign citizens for the job for free. Modifications to the barracks will allow you to change their inventory, assign default weapons and armor sets from the armory and assigning an Sheriff.

8.Jail - You can always choose to start a slave business (after upgrading - a stun gun will be added to inventory and a slave collar). Also will open some quests too like kidnapping people and interrogations.

9.Fences, walls, towers, bunkers - Military and defense stuff for the paranoiac one's. You will be able to construct a fence, then upgrade it to a wall, larger wall, towers, buy\build robots and turrets.

10.Redecoration office - will allow you to upgrade the town to look better. By cleaning the streets at first, then making the streets look better (rebuild them), interior design and so on.

11.Farms\Ranches - you wont start a a burger king simulation or start trading calculations but it will open up more quests like starting a trade route with the vanilla towns or organizations (by an existing npc or a new one that will be spawned in every town).

12.Radio tower! A town radio that will play both music and talk about the player's actions.

 

Citizens that you can bring to your town will be spawned in the wasteland and given different names. You will be able to enslave (if you have an upgraded jail) them or bring them to your town. Also, in addition to those building quests you will have quests opening up in every aspect of the town and giving you the feeling of accomplishment and that the town is growing. Why I insist on voice acting? In my opinion, the way that the characters in fallout (both 3 and new vegas) talked about me and to me made me feel like I'm not just "doing stuff" but actually changing the world. Once I killed the fiend leader people on the strip were talking about me. Or 3 dog in fallout 3...

 

I am new to fallout modding, but made mods in some other games long time ago: Battlefield 2, Homeworld 2, Red Alert 2, AVP 2 (funny, all those are with 2's) and many more, so I'm happy to learn.

I know C++ and PHP, so learning whatever language the mods use is not that of a problem to me.

I am a graphic designer, so happily design any graphics or textures needed for the mod.

I have a GREAT voice. Lol, no but will still be happy to voice a character (also have people who would help me).

Now, this mod is not about creating a whole new gameplay system like RTS but mostly quests! So it shouldn't be THAT of a problem to start it, it will take time though but not will be hard as combining fallout 3 and new vegas like "tale of two wastelands" or a multiplayer framework.

 

Anyone want to join me? Alone I wont be able to make it.

Looking for: EVERYONE WHO CAN HELP!!! BUT MOSTLY SOMONE WITH SKILLS WHO CAN MANAGE THE WHOLE PROJECT!
