Is there a way (mod or console command) to force Northwatch Keep to respawn?

Hey guys, I know Norhtwatch Keep doesn't respawn on its own, but is there a mod or any other way that I can use to sort of force it to respawn (like maybe a command that will reset it)?

Reset Northwatch Keep as well as many others that had their "Never Resets" Flag set on.
