So one time, i encountered a cave with bandits.. and killed them all then suddenly it hit me..i would like to run my own gang.. run crimes in the street.. threaten shopkeepers to pay for protection(from myself) and just be a god father until every city and town are under my influence.. Have missions where guards are raiding one of my hideouts or ambushing my merchandise(have the option to circulate goods around skyrim.. you will be spending cash on the goods to deliver + the bodyguards.. 50/50 chance fora success delivery or fail. itll just be like any other normal npc walking around skyrim except they have a destination.. run your business.. protecting your business.. dealing with clients.. and etc.. hear me out.. give it a try.. it seems easy.. just a few coding will do.. for the delivery part.. you can just code some merchants to go to a specific destination without stopping and bodyguards to set their priority to protecting the merchandise at all cost.. there will be ambushes either by bandits or guards and ofc the famous of them all.. the dragons.
