Help with mod conflicts resulting in occlusion culling/flickering of textures around Bunker Hill area

I've been working on this for hours now, and I am having a hard time on determining what is the primary cause of the error. I am having occlusion culling or flickering of textures in the areas around Bunker Hill. At first, the area around the construction site was the problem. After I moved the load order of BostonFpsFix and PaladinBaileyRedRocket fix to after Scrap Everything, the construction site area is now okay, but the problem shifted to the immediate area around Bunker Hill. I then disabled the BostonFpsFix and PaladinBaileyRedRocket and the problem shifted to the bridge to the north of the Constitution.

 

I have been really wracking my brain here, and I cannot proceed to play whenever there is a slight in the gameplay.

 

Please, I would really appreciate it if you can help me guys.
