Modding fatigue, aiming and speed

I am trying to mod the following:

 

1) Choosing to aim with or without scope when it’s using scoped weapons.

 

2) Generate fatigue when the character is running (so it will be forced to walk most of the time).

 

3) Becomes quickly when the weapon is sheathed.

 

Please tell me if is there a mod (or an overhaul like FWE), that allows that first.
