ALWAYS clouds in the DC area.....is there a way to remove them, sometimes?

I would like to remove the persistent clouds from the DC area, the city area. I created an ENB so I have very sunny days, which sometimes gets darker, cloudy and rainy(with weather mod). Looks nice, I would just like to have sometimes sunny days also in the city . Up in the wasteland its ok , but whenever you enter the "big city area of the map", south-east, the clouds just sticks there forever.....no matter what file or texture I delete, they are still there.....even without mods, everytime you go from megaton to DC, with clear sky, it ALWAYS gets cloudy......

 

if someone knows how to delete them, please let me know, im not an expert modder.
