Help making a Dark Skies at Night mod

I really don't like that the night sky looks like an overcast day, while the ground can still be pitch black.

 

I am wondering if it is possible to modify the Night skies textures to increase the contrast and darken the sky to near black, while retaining the stars.

 

Can anyone direct me to any tutorials, guides, or documentation regarding how to access these files and repackage them?

 

I've modded a few games in the past, but not recently and not a Bethesda game.

 

I've seen many mods here that are texture replacements or adjustments, so I'm hoping this is possible.
