How would I edit the rate that unconscious NPCs recover at?

I've been trying to do nonlethal playthroughs and the biggest problem is how I can beat someone until they're unconscious and they can recover in thirty seconds. All I've found is that when KOed someone will be set to -30 fatigue and recover at a rate of 1FP/second. Ideally I would like to lower this to a much lower amount to ensure someone who is knocked out stays that way for a while.

 

Can this be done in GECK?

I think you're looking for fMinFatigue! It's the setting responsible for the -30 Fatigue cap. I have it set to -300.
