Skyrim not responding in loading scree.

I will explain everything so no one will have to just throw in questions.

I play normally without any problems like this. This thing happened after uninstalling "Populated Cities mod". now all my save game files just won't load and the game ends up being not responding. I made a new game, and played normally with no crashes or freezes. tried to load one of the other characters saves from this one and didn't work either. I used TESVEDIT and cleaned update.esm and Dawnguard.esm yet to no avail. It seems that mods that are related to NPC's do this. Perhaps there's a way to edit save game info as if they never had the "Populated Cities mod" to begin with? I'm dreaming but if there's any fix to this please give me a response.

Your saves fail because (as you probably suspected) they include and rely on the removed mods.

There is no known way to edit save files.

Something you can try - reinstall the removed mod. Make a new save with it. Test that save.

Now load the game, go into a 'safe' location, such as the interior of a building that has never been modded - make a save there and exit,

Another possible safe room is use the console and 'COC HelgenHomestead' - this takes you to an unused room with no way in from outside and a one way door to Helgen to get out. Every time to get there you must use the Console COC command. (this was a test cell for the game and is not changed by any of the DLCs or mods that I know of.)

Now remove ONE mod only. Start the game and try. If it works, you can do this - removing one mod at a time to find which mods just cannot be removed and your saves still work.

I had little time playing the game and all the time to just install mods and I feel very sorry for myself to have installed that mod. It's hilarious that I've been starting new games, doing the exact same thing everytime and reaching level 11 and then every time this same thing happens, corrupt saves, even though I have 270 saves it just doesn't matter. This will be the 7th time starting a new character, and it's really tough, especially with the Requiem mod, leveling up takes ages, I'm too tired. I give up, thanks for the reply.
