How to edit a alchemy perk skill?

Basically what I want to do is change heightened tolerance so it merely reduces the amount of damage you take. The mod primer does this: https://www.nexusmods.com/witcher3/mods/1318
Another example I think.... is Ignore Pain Overhaul but it has been taken down (only about a week ago).

I want to do this because I hate that heightened tolerance makes Endure Pain redundant.
