Beginner wants to Mod Battletech, needs guidance

I need some guidance on how to learn to mod and mod Battletech with an idea I have.

 

1.I want to implement a cost system based on lance weight per mission and 2. Balance mission economy(payments) as needed. Can somebody please teach me the ways modding and or direct me to resources that I can learn from? Thanks in advance
