Random Facial Animation Freezing

Whenever I talk to someone with conversation options their faces move normally but once I exit their faces freeze in place, the same is true for people with no conversation options but their faces are simply frozen, this only happens in exterior cells though and they seem to happen randomly, for example Olfina's face was frozen but Amren had no problems whatsoever, the next time I see them Olfina's fine and Amren's face is frozen, another time both their faces were frozen this happens to all NPCs in an exterior cell, anyone know why?

There are some mods there that you may not recognize, those are personal mods and I've already tried disabling them.
