Still getting abduction missions?

To my surprise, after getting worldwide satellite coverage, with the exception of Brazil (how ironical, isn't it? XD), which dropped out after I failed to manage panic there, I suddenly got an abduction mission alert. Aren't those not supposed to happen on countries with satellite coverage? Should I consider my save bugged?
