Skyrim crashing when exiting buildings into cities or using certain Alternate Starts

So I started a brand new save for standard Skyrim with a lot of new mods. Ive pasted my load order below in spoilers, I'm using LOOT to arrange stuff and Vortex to download mods and actually launch the game. I'm also using SKSE. I'm not getting any error messages when I load in. However, I'm experiencing an issue when, for example, I start at the inn in Markarth and then exit into the city. The game CTDs without warning, loading screen doesnt even freeze. Same thing happens if I attempt the start where i get off a boat into Solitude. On the other hand, Alternate Starts like camping in the woods near Helgen or being left for dead by an attacked caravan work just fine, although I haven't tried entering a major city with those saves yet. Is Open Cities Skyrim doing this? Could it be a bad combo of open cities and Skyrim HD? Just not sure whats doing this.

Additional information, it is original Skyrim with all DLC. Location is normal, C:\Program Files (x86)\Steam\steamapps\common\Skyrim.
