Some mods doesn't stay installed when switching profile

I really don't know where to put this so admin feel free to put it where it belongs. When copying setups between profiles some files doesn't stay active when copied to another profile (between profiles for the same game) Vortex still have them marked as Enabled but when installing another mod that need the file as a master that mod says missing masters when installing. the mods I know to do this is Cutting room Floor and USEEP (I think that is the name for the Skyrim SE version) is that intended or is it an error on my side?

Did you check that all relevant plugins are enabled? While modding Skyrim SE over the last couple weeks I noticed that sometimes some plugins that I expected to be enabled weren't, even if the mod itself was enabled; whether that was because of something I did or because of something Vortex did, I do not know or remember, but maybe that's what happening with your setup.
