game not always loading textures?

Here's what happens

Many times I fast travel to any city, it will not load anything, and what it looks like it is nocliping out of an area and you get the weird nothingness that makes lines all over the screen when moving the camera

But if I turn around and exit a door or fast travel away and come back, it will usually load up fine, occasionally I have to do it a couple times or save the game and exit and reload the save and then travel away and come back. It's VERY often it does it to chorrol and skingrad

I have bettercites mod and thought that was culprit but uninstalling it didn't make this bug go away.

I also have several mods aimed at making the game more stable, more heap, fastexit2, engine bug fixes.

any help will be much appreciated
