Witcher 2 Mods not doing anything?

Hi guys! I recently got The Witcher 2 on steam. I'd like to mod it, but my mod isn't doing anything. I feel like I'm doing everything right. I download the file, extract it, and copy it into my CookedPC folder, then launch the game, but then nothing happens. What am I doing wrong? Any responses are greatly appreciated, thanks.
