Eyebrows sinking in my custom npc!

Ok, I’ve nif optimised the source head and target, merged them together, then optimised to SSE, but when I load my custom npc in game their eyebrows are sinking in to their forehead! What am I doing wrong? Do I have to fix this by moving some vertex parts slightly back from the brow mesh, or is there another option?
