Request: Raiders use ammo or have no guns

I've been using some "NPC's use ammo mods" but I realized the only group that would be ill prepared for battle would be raiders.

 

If anyone can and has the time:

 

A mod that has only the raider faction use up ammo

 

or

 

A mod that has raiders only draw from melee leveled lists

 

I still want pipe guns to exist, I use a mod that makes them look better so I don't mind them. I just want to have some unarmed fights occasionally. Ideally, it would touch as little as possible.
