Infinite load screen

At some point my game stopped loading saves properly from main menu (after splash screen), it just loads save infinitely. To load it I need to first load one of the previous saves, which not affected by this bug, and only after that load latest one.

Also some mods can't load their configs and because of that they won't work properly (especially it visible with mods that alter items weight), to "fix" it I have to reload save again and again until it works.

I saw that other people have same issue, but what causes this?

I tried to sort it with LOOT, but all it did is just moved one or two mods

Based upon your statement:

I suspect you changed your load order between the save game that loads and the one that hangs, removing a plugin. The older save is loading plugins that the later save is expecting but are not included in the actual save game file. Because you are not exiting to the desktop between loads, the removed plugin is still in memory and you are able to proceed.

Any time you remove a plugin from your current play-through "load order" you risk corrupting your save game files. This is because plugins typically store information there as to the state of their variables and quests. If you picked up a unique (non-vanilla) item added by a mod, that item (like any item you pick up) is stored in the save game, but also requires the plugin it came from to be available as that item's "source records". In the case of "body replacement" mods, especially if they use a "custom race", it is highly likely you will have to start over if you can't switch back to a vanilla race first. Hence the general advice to never remove a plugin from your current game.
