His left side his dunmer styled skin, his right side is Chimer styled skin. Also Almelexia (Tribunal) is pure Chimer. The Emperor is so interested in the Nerevarine Prophecies because he knows if they are not fulfilled his great country will be overthrown by Dagoth Ur. That is not the Emporer- that is an earthly manifestation of the god, Tiber Septim. He WAS en Emporer- the one who forged the Empire with the Numiduim, but not the current Emperor.
