Problem with Rudy ENB - extremely dark cities and blinding sun

Hello, I was creating my Skyrim (Oldrim, not SSE) mod list and wanted to start from graphics. Everything is perfect except when Rudy ENB is turned on. Now I followed the guide from nexus very carefully, yet all of my cities, especially Riften is so dark that it is impossible to see anything. It only affects the cities as every exterior location looks fine to me. Also godrays and the sun are so damn bright that I almost went blind looking at them. I am using Rudy ENB along with Natural Lightning Vivid Atmospherics, True storms patch and ELFX (I have the weathers and exteriors options unchecked). I also had a weird fog covering the bottom of my screen but I fixed it by disabling the mist option in enb settings. When I was modding SSE I did not have this problem, but apparently on Oldrim it doesn't work. I attached a modwatch file as well, but something is wrong with it as well as in my Skyrimprefs.ini I have completely different options like bfloatpointrendertarget is set to 1 in mine and for some reason on modwatch it says it is set to 0, which may be related to the issue. My water looks really weird with it too but I guess it is an issue with the watercolor for RW2 so it doesn't matter that much.

I really don't know what to do as I have tried most if not all solutions from the internet, so any kind of help would be appreciated. Thanks! I also included imgur links to show how it looks like with and without enb.

Edit: Attached a screenshot that shows the blinding sun going through buildings at the same time. Honestly have no idea what is going on.
