Low FPS with 100% GPU Usage?

I've been trying to look up info on the matter but most posts regarding RealVision ENB are 5-6 years old so I can't use them for reference. I'm using the old skyrim and I have installed the "recommended" mods from the list following all the instructions. I wanted to know if an unproper load order (Since I did have to resolve a lot of file conflict issues before I could run the game on Vortex) could be the reason why my FPS is so low. I was getting a stable 23FPS with a Ryzen 7 2700X and a Nvidia GeForce 1050ti with 4GB VRAM, until I opened SKSE and changed Advanced> Shadow and Detail Quality both from Ultra to High, then I started reaching 30-ish with a few drops. All the while my GPU was hitting 100% usage. Obviously since my CPU and RAM usage are pretty low, and the game/mods are installed on my SSD, I figured it was simply that the GPU was unable to manage all those mods, which brings me to the initial point. People were having these issues 5-6 years ago and yet some of the responses in such posts were of people saying they managed to hit 50-60FPS with GPUs much older/with less VRAM than mine. I'm pretty sure that I chose the "performance" options when installing the mods shown in the ENB RealVision's recommended list. I also installed ENBoost, but I couldn't see any noticeable improvement.

 

So, could it be the load order forcing the GPU to render unnecessary stuff? Is it possible that some skyrim.ini or skyrimprefs file is making the game render chunks of terrain of size bigger than what the player can normally see but with these very high visual settings? I've been thinking of upgrading to a RTX 2070 Super for streaming and this made me think about it again but I don't think it should be necessary when my current GPU lets me play brand new games at high-medium settings. I think that if optimization were that bad, there's no way people could've hit 50-60FPS with RV ENB 5-6 years ago.
