Graphical Glitch: Meshes of the game keep flickering

When I play Fallout 3, as soon as any save or new game loads, the meshes flicker repeatedly.

 

My Specs:

 

ATI Radeon X1650

2GB RAM

2.6GHz AMD Athlon 64 X2 Dual Core Processor 5000+

32bit Windows Vista

Look in the top left corner where the letter A is.

Look at the character's father's Pip Boy, as well as some hair. Also look at the table in the background, and the ground itself. Also take a look at the father's hair.

 

As you can see there are the meshes showing of the characters. These constantly flicker whn I go around the game environment (anything that has a mesh usually has it flickering).

 

 

Is there any way to solve this problem/glitch? If so, can someone please tell me why this is occurring?

Well even that didn't help, I uninstalled every single mod I had and turned the .ini files back to the original that I kept backups of. Even that didn't help the flicker go away.

 

AHA! I fixed it. Turns out the flickering was caused by having Transparency Multisampling checked in the Fallout 3 Options
