Vanilla Skyrim SE 20- fps and lag

On vanilla Skyrim SE, I'm experiencing less than 20 fps and major lag. The game is slowing to a crawl and then speeding up (about twice expected speed) every two or three seconds. Steam fps counter reads between 8 and 20. When I use window mode along with the task manager's performance tab, all indicators(CPU,GPU) read bellow 30%. The launcher will not detect my graphics card. The problem persists regardless of quality setting. The problem is however slightly less dramatic on lower settings and indoors. Please help.
