Improving Performance

So I am looking for ways to improve the performance of Skyrim on my computer... I am running it unmodded currently as a basis to get the average FPS without mods. It likes to bounce between 15 and 32 FPS. There is no reason for it to run with a low amount of FPS in my opinion. My computer is a decent machine, in fact here are the specs now.

Like I have mentioned earlier my game is fairly unmodded at the moment. All I have installed is SKSE, ATTK, and Live another life (for quick character creation purposes). I do have the game open to use more than 2 gigs of ram as well. Im not too sure what else can be done in order to improve my FPS and performance... any ideas? All help is greatly appreciated.

Thanks, John
