Flattened NPC levels

I'm not against some limited level scaling in a game such as Skyrim - in fact, I believe it to be a pretty good idea, if implemented properly.

Unfortunately, I don't think that Skyrim implemented it properly - it's of course much, much better than Oblivion, but there are some things that bother me.

 

There are many mods out there that completely remove level scaling or greatly alter it. But I would like to request is something a bit more specific:

 

I would love to see a mod that flattens even more the min-max level range of each type of enemy. For example, if in Vanilla Skyrim we can have bandits (including every type of "bandit" mob here) that go all the way from lvl 1 to lvl 30, I'd prefer bandits to be limited as lvl 1-5 enemies. I find that having an enormous difference in toughness and power between one enemy and another enemy that look essentially identical to the first is a big immersion-breaker. "Why does this bandit over here barely managed to scratch me, and died with a single blow, while that other bandit that looked pretty much exactly like him was impervious to my attacks and knocked me out with a single strike?" Let alone the fact that having some random bandit being more powerful than a giant is also weird.

 

Oh, and if there's already a mod focusing on that, I'd be happy to know!
