Slow Download for Large Files, Have Premium

Hey, been having the same problem some a lot of other folks have had with downloading large files. My download speeds for smaller files (around 200 mb) are ok, but when I try to download huge files that are multiple GB, the speeds slow to a crawl around 200 kb. Here's my info and test results.

 

Country - US (East)
ISP - Xfinity

Paris - No Connection
Amsterdam - 20 kb
Prague - 75 kb
LA - 30 kb
Chicago - 45 kb
Miami - 300 kb
Singapore - 30 kb

This was a pretty instant download.

This hovered around 400-500 for a bit then went back to 100 kb on the Miami server.
