Strange drop in FPS

Before I was able to run Skyrim easily on 60 fps, but now I have a really strange problem with fps.

When I start my game and load my save file, I start with a solid 60 fps in most cases. After moving from one area to another I suddenly get a drop in frame rate to 30-40 fps, sometimes 18-20 fps at worst.
If I load a save file with the game still running, the frame rate doesn't change. If I exit to the main menu and load my save file, the frame rate is still low. When I die and it loads back to the save file, I will still be at 30-40 fps.
What is weird is that when I close the game and re-launch it and load a save file, I will be at 60 fps. I will drop in fps eventually. I can save the game, close the game to desktop, load it, and I will be at 60 fps at the start every time. I can only regain the fps after a complete restart of the game. Essentially I may as well just get CTD'd everytime I drop framerate since I have to re-launch the game anyways.

It doesn't seem to matter if I'm in an interior or an exterior, the framerate just drops for whatever reason. I feel when I load my save something isn't fully loaded yet and when it does that how my framerate drops, and the only work around I have right now is restart the game and do what I have to do in 5 minutes before the framerate goes poop.
