Begging for any help (Can't get full screen)

I've been looking everywhere online and can't find an answer anywhere. Here's my problem:

 

Awhile back I downloaded a mod that gave me unlimited dragon shouts from the Steam Workshop. I got tired of it, unsubscribed from it and deleted the files from my PC. It was still there, even on new saves. So the other day I uninstalled Skyrim from my PC through Steam and deleted every file I knew of dealing with it and the mods, then reinstalled it.

 

From then on, new save or not, my screen wouldn't go completely full.

Now I know this isn't game breaking, but I guess I have OCD and it I don't like it lol.

 

Here's what I've tried and checked.

 

Tried multiple TVs and monitors

Made sure "Windowed mode" was unchecked on the Launcher and the resolution matched my desktop resolution

Went to SkyrimPref.ini and made sure there was a "1" at the end "b full screen= "

Also made sure the resolution matched my monitor in the .ini file, for each monitor I tried

Hit Alt+Enter (was told this could work)

Updated all drivers

Launcher and the .exe file as admin

Disabling/Enabling dpi scaling

 

I am playing with a VGA cable and have Windows 8 64x. I have played with a VGA cable on these monitors/TVs before without problem, so I know it's possible even on Win 8. Currently, every other game on Steam or not displays perfectly, only Skyrim has this issue.

Firstly, make sure that you have updated your video drivers to the latest version from the ATI or nVidia website (don't use the Windows Update drivers!).

 

Secondly, make sure that you are editing the SkyrimPref.ini in your MY DOCUMENTS\MY GAMES\SKYRIM folder, not the one in the Skyrim Steam folder.

 

I don't have Windows 8, but I read somewhere that in the same box where you can choose "run as administrator", there is an option to "Deactivate ... from DPI Resolution". Apparently checking that option might fix the window problem.

 

If worse comes to worse, you could try this mod.

alt+tab should get the game to full screen, you may have to do it twice to get full screen if it doesn't work the first time!..

No luck. I have done that before, but that was long ago for a different situation. Thanks for the reply though.
