Looking for mod for fallout 1&2 reference

Will probably get banned or locked for this but....

 

In FO1&2 you could kill a child and get the perk/trait "Child Killer" which made you beyond evil, children were forever fleeing from you, etc..

 

Any chance on a mod to bring this back?

I know there isn't a perk or trait mod yet, but there is a mod out there to allow you to kill children.

So aside from the megaton nuke (which kills the children there....is there a link to the mod? After all, selling a kid into slavery is one thing (bumble lol), but its not quite sadistic enough.
