I've been having some problems with stuttering in-game, can anyone help?

Recently I've experienced some issues with stuttering in my 250 mod game. At first it was kind of unnoticeable, only happening in larger areas like downtown Boston, but now its like every time I load into a new area, my frame rate plummets then slowly climbs back up. I've tried organizing my load order both manually and with loot but have found no fix. I even tried upgrading the ram in my system to 16 gigs since ,previously, I only had 8. While this made a noticeable difference, the stuttering still happens occasionally and sometimes even makes the game unplayable. I hope someone can help, thanks.

My only suggestion would be make a new save and remove the tree mod and see if that helps. I had stutter with tree mods before but I also have an outdated PC.
