How do I "target" NPC's for console commands?

I've been trying to use some console commands like "kill" and "resurrect" but I'm getting the syntax wrong. I read somewhere that I need to "target" the NPC for the command to take affect. Is this right? And could someone post the correct syntax for, say "resurrect"?

All you need to do is click on the target with your cursor with the console open.

 

For example:

open the console and type "kill" without the quotes and put your mouse cursor on the target and select (click) it so the name appears at the top of the screen. Then press enter and he, she or it is dead.
