Constant CTD at Concord

Game is crashing everytime l enter Concord, it happens after the dead brahmin just after red rocket going left or right, seems to be when the gunfire starts at the museum,

had this problem with a large amount of mods installed so l reinstalled the game with only a few mods installed but still having the exact same problem on a new game,

l disabled all mods using NMM and the game was fine, then l tried disabling mods 1 at a time and the CTD started again.

any help welcomed
