Framerate drops every 15 seconds

The framerate drops every 15 seconds, no matter what graphics i play with, minimum/off, maximum or various options, it's the same.

Normally i have 40-45 fps, but every 15 seconds it drops to 1-5 fps for 3 seconds, then back to normal. This started in october/november and i've tried a lot of different solutions.

This happens whether i play online or offline.

I installed a "Thors hammer" mod in September, but i don't believe that's the cause of the problem. Because of the "lag", i uninstalled skyrim cuz' i got tired of it, and i believed it would help. I deleted every singel folder on my computer that had anything to do with skyrim. After that, i reinstalled it and created a new save. But the lag was still there! After that, i copyed my old save back in the "saves" folder, and stopped playing because it's literally unplayable atm.

After a while, i updated the drivers, but the lag was still there. I scanned my computer for performance problems, but it said everything was okay. Then i was told it could be the battery, so i tried with the charger plugged in and the battery taken out. Lag still there. And yes my computer is set on high performance (The performance power is even set to 100% at all times).

 

I currently have two saved files. The size of these are 9,8mb and 6,6mb. This shouldn't be a problem.

So i believe the source of this problem may come from an update to Skyrim, I currently have 1.8.151.0.7.

 

 

Is there somebody here who has any idea of what the problem is?

Intel core i7-2670QM 2.20GHz (up to 2.9GHz).

NVIDIA GeForce GT 540M

8GB of ram

Windows 7 professional 64bit

Resolution: 1920x1080

Sony vaio F (laptop).

I know i'm late to reply here but I know exactly what your talking about. It started to happen to me several months after Skyrim's initial release. I notice the same behavior on the main menu screen when first launching the game. its like waves of low fps. Drops for 3 seconds almost exactly, then goes to normal again. I have tried everything as well and I can not figure this out. At least its not our hardware. I tried all sorts of settings and configs with no luck. Anyone else out there have any input on this issue?

I can tell by MSI afternurner monitor that GPU usage and FPS drops by exactly half for 3 seconds when this low FPS thing happens. Though that doesn't really say much. I have had this issue for a long time. It also happened on my previous video cards. I just bought new ones a few months ago. I tried setting up the game to run on vsync with and without triple buffering, tried limiting the fps through nvidia inspector to 58FPS with and without vsync. Tried lowering all the graphics settings, tried running game with my CPU at stock specs. Nothing is overheating. I periodically run stability tests on my hardware and have not encountered any errors at all, even with an overclock. I've also tried re-installing windows and only installing windows updates, drivers, and skyrim...that did nothing either so i doubt there are any background processes that can be causing this. Even if I was maxing out my cpu, that shouldn't cause a 50% fps drop and only for 3 seconds. It would only limit my FPS. Tried running the game with no mods, that didn't do anything either. only happens in skyrim, no other games. I suppose I shouldn't cry about this since there will always be issues with games when your a PC gamer, but feel I spend more time troubleshooting issues with games than actually playing them these days. Sort of makes me wanna get a console and give up on PC gaming. Haven't touched a console since 2001.
