I want to to tone down skill points. Maybe move Educated to lvl 14 and Adamantium Skeleton to lvl 4. Why? If you take this and Tag! that's 33 skill points.

Educated @ lvl 4 gives you an ungodly 48 skill points. Add in Tag! and you have 63 skill points on 2 perks. Taking Educated early (@lvl 14) yields 18 skill points, to be distributed as you wish. As opposed to Tag! which just throws 15 points into one skill. That's good enough for me.

 

I also hope to cap max skill points to no more than 10X the SPECIAL attribute governing that skill.

This will make your SPECIAL selections actually mean something, and force you to specialize.

1 Charisma? Be prepared to max out at 10 points in speech/barter and the like...

5 Strength? All skills relying on STR would max at 50 points.

 

Skill books would become novelties to be shown off on your book shelf, and Comprehension would become much less important.

 

 

I've heard enough "Jack of all trades" whining to convince me to go out and buy stock in Kleenex.

Not a bad thought, but if the level cap is increased and the skills are set to a max of 300 (like in the good ol' days) then the problem would be taken care off. I think.

That would require an entire reworking of NPCs and creature encounters, wouldn't it?

I don't really know what's in the pipeline, aside from vague rumors.

I suppose it would all depend on how high the cap is raised. If it ever is.
