Skyrim's Addfac Commands do not Seem to Work

I have been trying for quite a while now to add certain NPCs to new factions, mostly the 5c84d (followers) faction, but the command never seems to do anything.

 

Before you say it, I have:

 

Googled Searched the issue. Nothing useful came up, just people spouting "common sense" like "did you setrelationshiprank player to 4" which is like when tech support people ask if I tried "Unplugging it"

 

Removing them from every faction they are currently in

 

Adding them to a generic dialogue faction

 

Tested with various NPCs from city guards to random civilians and merchants/inkeepers

 

Nothing has worked yet, and I was wondering if anyone knew how to resolve this issue or if anyone else had this problem.

For the record, here is what I type in after clicking on an npc:

addfac 5c84d 1

setrelationshiprank player 4

player.setrelationshiprank player 4
