LE Skyrim ownership Player homes question.

For anyone who mods Skyrim. Could it be possible to change how the player gains a Pre existing home/land like Heljarchen Hall without having done the quests or bought the deed from the NPC holding it? Like instead of having to do all the quests and become the Thane of that settlement. Not in the sense that you become the Thane without doing the requierments first. But rather gaining the right to buy that home without having to become a thane for that region?
