Enable and disable unique npc?

Hi i'm pretty new to the hole modding scene, but i've been doing OK i guess, for me anyway, but i was just wondering if someone could show me how to enable and disable a unique npc, i'm trying to get General Tullius to appear in the Winking Skeever when i walk into it, i'm using the change location sm node, and when i sit at the bar a scene begins where Tullius comes and sits down next to me. How do i get him to appear in the Winking Skeever, do i duplicate him? do i add conditions or what ? I really have no idea, I placed an xMarker in the Skeever for him to spawn at, and put in alias_General.GetRef().Enable() but he does appear? Any help I would be very grateful! Thank you!
