LE Humanoid enemies can use *any* weapon, armor or race in the game

Hey there! I was wondering it it could be possible to, as said in the title, for humanoid enemies to use *any* weapon, armor or race in the game.

I have very little knowledge of Skyrim modding, and I'm a ps4 user, but since so many mods like these give stuff *only* to the player, it would be cool to see, dunno, Bandits rocking new looks.

I hope I don't sound pretentious with this!
