Rename your character console command: 28 points confusion?

I'm confused how the showspecialmenu works exactly, I'm trying to get it so I spend enough points I max out my special meter again but my points are at:

 

Strength: 10

Perception: 10

Endurance: 4

Charisma: 1

Intelligence: 1

Agility: 1

Luck: 1

 

I was wondering what I'd need to modify via SETAV / FORCEAV to have adequate points to max out everything. This is what I get for renaming my character just outside vault 111...

Note: FORCEAV doesn't affect the stars until I select "rename character", only the stat itself is affected in the pipboy for me.
