Weapon animations and texture effects

Can anyone out there please point me in the direction of a tutorial or the like, that breaks down things like the tesla lighting/spark effects on armor pieces, and one that goes over adding animation to weapons, such as the blade on the switchblade popping out when you equip it?

any help here would be apreciated :)
