Harder thieves guild

Hello, I'm working on a mod to make the TG radiant quests harder. What I've done so far is:

 

Bedlam jobs- need to steal 1500 gold worth of property

Because everytime I do a bedlam job I steal a few alchemy ingredients and I'm done.

 

Burglary, shill, heist, sweep jobs now have guard dogs in the home or store.

Got tired of just sneaking in and out, now the dogs are patrolling. May replace dogs with night guards in the stores.

 

Numbers job- have moved the ledgers to a place the player will have a hard time finding a blind spot. Usually will have to wait until night and break in.

Got tired of just walking into the back of the storein the middle of the day, no guard or anything.

 

So now I'm stuck on how to make the fishing jobs harder without just making the item a lower %. Any ideas from the community?
