SSE Transfer/drain soul charge from weapon/staff

I have Weapon/Staff A (found or self enchanted) that i like using but is getting low on charge and i also have Weapon/Staff B (found or self enchanted but no longer good enough) that i don't like but has plenty of charge. I would like to be able to transfer charge from B to A via enchant table or simply drain B into empty Soul Gem so I can enchant something else. Size of soul acquired would relate to size of soul my character would need to recharge item B from zero to current charge, perhaps with a size drop from inefficiency dependent on enchant skill.
