Need help with proposed mod

So what I've been trying to do is go in and delete some parts of the forsworn female armor.

 

I have the file extracted with bpa, or whatever (I'm obviously not good at this), but I'm having a hell of a lot of trouble trying to open and edit the mesh (i.e. what to open it with, how, etc.)

 

So I would much appreciate it if someone could help me out here. I would most likely upload it to the nexus once I finished.
