Also there is Long Table in Windhelm, Palace Of Kings this Tables also Empty. It's always Empty, so I love to see some Steel plate armored knights filling the Tables. Inconsequential Npcs did that for Solitude for Oldrim but some more would be great. I do agree with your basic idea even just that would be great.
