Missing/Cruddy Textures on Rocks/Stones

The below images speak for themselves. There's some kind of weird gray/offgray/sometimes dark grey texturing all over every mountain/rock/and even stone wall.

So I tried just running the game with NO MODS whatsoever, except SKSE.

 

And it's still there? Is this just because the game sucks and I never noticed? LMAO.
